Abstract

The rapid growth of vehicle ownership, unmatched by road capacity improvements, has led to severe congestion on Karang Tengah Road in Cibadak, Sukabumi, particularly due to high roadside disturbances caused by local activities. This study aims to analyze the traffic performance of this road segment using the 2023 Indonesian Road Capacity Guidelines (PKJI 2023), focusing on calculating traffic volume, road capacity, degree of saturation, and proposing performance improvement solutions. Primary data were collected through a 12- hour field survey, observing road geometry, vehicle volume, speed, and roadside interference, then analyzed using PKJI 2023 formulas. The findings reveal that peak hour traffic volume reached 5,316.6 pcu/hour, while the road capacity was only 3,720 pcu/hour, resulting in a saturation degree of 1.42, categorized as Level of Service F (heavily congested), with roadside disturbance reaching a very high level (9,205.8 weighted events). These results indicate that the road is operating over capacity, with significantly reduced performance. The study concludes that immediate interventions such as road widening, parking regulation, and restriction of roadside activities are necessary for short- and long-term improvement. The results are expected to support policymakers and urban planners in developing transportation infrastructure and improving traffic flow in similar urban environments.
