Abstract

In general, construction projects are a series and stages of several jobs and allocate resources with a limited duration of time. In its implementation, construction projects often experience problems that are not in accordance with planning. This problem occurred in the Tegallega 2-storey boarding house construction project. The project was planned to be completed in 224 days at a cost of Rp 3.396.011.976,44. In its implementation, the project experienced a significant decrease in realisation progress, from week 9 to week 21. Based on the phenomenon that occurred, the author conducted a comparative analysis of project time and cost using the earned value method and crash program. The earned value method is a method used to analyse project performance and predict project time and cost. While crash programme is a technique used to accelerate project completion time. Based on the results of the analysis with the earned value method, the SPI value is 0,73 (<1), indicating that the performance of the project implementation time is slower than planned. As for the CPI value of 1,03 (>1), it indicates that the cost performance on the project is lower than the cost in the planning. The prediction of the final completion time of the project with the earned value method is obtained
252 days 12,50% late from planning and for the prediction of costs worth Rp 3.312.715.036,16 lower by 2,45% from planning. While the prediction of time and cost with the crash programme method varies according to the scenario. The final result of this research, obtained the most effective method to optimise project time and cost is the crash program method of 1 hour overtime scenario, with a final project completion time of 211 days 5,80% faster than planning with a cost of Rp 3.394.394.879,58 lower by 0,05% from planning.
