Abstract

Mental health is an important aspect of student life that directly affects academic achievement and quality of life. However, counseling services in higher education institutions are still largely accessed manually and have not been digitally integrated, resulting in limitations in terms of efficiency, accessibility, and user convenience. This study aims to design and develop a web-based e-counseling information system capable of addressing these issues using the Rapid Application Development (RAD) method. The system is designed to facilitate students' access to counseling services online, schedule sessions, communicate directly with counselors via real-time chat using Websocket, and utilize the FIFO (First In, First Out) algorithm in counseling queue management. This research employs the RAD method, which directly involves users through iterative stages, from needs assessment to system testing. Testing was conducted using black box and beta testing methods to ensure system feasibility. Test results showed that the system successfully improved scheduling efficiency, facilitated communication, and was well-received by users, with a satisfaction rate of 89.09%. This system provides a responsive digital solution to the needs of students and counselors. However, the system still has some limitations, such as the absence of a mobile app, lack of advanced security features, and limited support for English language use. Therefore, further development is needed to enhance accessibility, security, and inclusivity of the service.
