ANALISIS TANGGUNG JAWAB HUKUM GERAI INDOMARET DALAM PENGURANGAN SAMPAH PLASTIK BERDASARKAN PERATURAN BUPATI SUKABUMI NOMOR 81 TAHUN 2019 TENTANG PEMBATASAN PENGGUNAAN PLASTIK SEKALI PAKAI

The environmental issues caused by single-use plastic waste have become a serious concern, particularly in the modern retail sector such as Indomaret outlets, which significantly contribute to plastic bag consumption. The Government of Sukabumi Regency has issued Regent Regulation Number 81 of 2019 as an effort to limit the use of single-use plastic and encourage business actors to replace it with environmentally friendly alternatives. This research aims to analyze the legal responsibility of Indomaret outlets in reducing plastic waste in Sukabumi Regency, reviewed from the perspective of environmental protection and management principles. This study uses normative juridical methods with statutory and sociological approaches, supported by primary data obtained from field observations and interviews. The results show that normatively, Indomaret as a business entity has a legal obligation to comply with plastic restriction regulations, including providing eco-friendly alternatives and educating consumers. However, field implementation still faces challenges, such as inconsistent enforcement, lack of socialization, and uneven legal awareness across outlets. Legal certainty, environmental responsibility principles, and the role of local government in supervision are key factors in encouraging the effectiveness of this regulation. This research recommends strengthening outreach, providing incentives for compliant businesses, and enforcing sanctions strictly to foster legal compliance and promote more sustainable retail practices in Sukabumi Regency.
