Abstract

This study is important because the Inspectorate, as the Government Internal Supervisory Apparatus (APIP), plays a strategic role in internal supervision within regional governments to prevent and combat corruption crimes. Although its authority is limited to supervision and guidance without law enforcement powers, the effectiveness of the Inspectorate's duties and functions greatly determines the quality of clean and accountable regional governance. However, research on the actual implementation of the Inspectorate's role, challenges faced, and the effectiveness of supervision in the context of corruption at the regional level is still limited, creating a significant gap for further study. The purpose of this study is to empirically analyze the implementation of the Inspectorate's functions in Sukabumi Regency in preventing corruption crimes, identify obstacles faced, and evaluate the effectiveness of the internal supervision carried out. The research uses an empirical method with juridical-empirical and normative approaches, as well as a case study approach on legal documents, regulations, audit results, supervision reports, and interviews with Inspectorate officials. Primary data were obtained directly from observations and documentation of supervision activities by the Inspectorate in the field. The results show that the Sukabumi Regency Inspectorate performs strategic functions in audits, reviews, monitoring, evaluation, and special examinations related to indications of corruption, including supervision of the use of BOS (School Operational Assistance), PIP (Indonesia Smart Program), and village funds. However, significant obstacles such as limited human resources, budget constraints, and coordination with law enforcement agencies affect the optimality of supervision. Concrete corruption cases revealed the Inspectorate’s role as the internal supervisory guard of the regional government and highlight the need for capacity enhancement and inter-agency synergy. The implications of this study emphasize the need to improve the quality of human resources and the budget of the Inspectorate, utilize supervisory technology, and strengthen coordination with law enforcement agencies to enhance corruption prevention effectiveness. Furthermore, there is a need to strengthen the regulatory authority of the Inspectorate so that legal support and the implementation of internal supervision can operate optimally to achieve clean and trustworthy regional governance.
