Abstract

Minimum salary regulation is a critical issue in Indonesia's labor system, particularly within the framework of decentralization. Salary-setting authority is shared between the central and local governments, yet in practice, policy inconsistencies often arise and impact workers' welfare. This study aims to analyze the relationship between central and regional authority in salary regulation, with a specific focus on Sukabumi Regency, and to assess the effectiveness of salary policy implementation in the region. The research addresses two main questions:
(1) how are central and regional authorities structured in regulating salarys in Indonesia, and (2) how is the salary policy implemented in Sukabumi Regency, especially regarding the minimum salary. This research uses an empirical juridical approach with descriptive-analytical methods. Data were collected through literature review, interviews, and observations at the Department of Manpower, Sukabumi Regency Government, and local labor unions. Data analysis was conducted qualitatively by interpreting legal norms and assessing their practical implementation. The findings indicate overlapping authorities in minimum salary regulation between central and regional governments. Although regional governments may recommend the district minimum salary (UMK), the final decision rests with the governor, representing the central government. Moreover, salary policy implementation in Sukabumi faces several challenges, such as weak supervision, poor law enforcement, low worker awareness of salary rights, and limited union involvement. The study recommends strengthening intergovernmental coordination, improving supervisory human resources, and enhancing workers' participation in salary-setting processes.
