Abstract
Cases of animal cruelty, particularly towards cats, in Indonesia have continued to increase over the years. Many cases remain unresolved legally, and a large portion of the public still perceives cruelty to cats as something normal. Furthermore, social media plays a role in normalizing and commercializing such cruelty through digital content. This condition highlights the need for an effective campaign medium to raise public awareness and concern for cat protection. This study employs a
qualitative approach using the Research and Development (R&D) method and adopts the ADDIE development model (Analysis, Design, Development, Implementation, Evaluation). The Analysis stage was conducted through literature review and interviews with cat lover communities and relevant institutions to identify problems and campaign needs. The Design stage focused on creating visual concepts and scripts for an educational and emotionally engaging illustrated book. The Development stage involved producing the illustrated book entitled "Suarakan
untuk Meow". The Implementation stage was carried out through limited trials with teenagers aged 13–19 to assess the appeal and conveyed messages. The Evaluation stage was used to measure the media’s effectiveness and provide improvements for the final product. The design of this illustrated book is expected to serve as an educational tool to instill humanitarian values and support efforts to prevent animal cruelty in Indonesia.
