Abstract
This study examines the comparative wage systems between Toyuan City, Taiwan, and Sukabumi Regency, Indonesia, due to the highly relevant differences in regulatory approaches, policy implementation, and their impact on worker welfare. The wage
system not only impacts worker welfare but also reflects the level of justice within a country. The wage system aligns with the concept of a welfare state and provides legal protection for workers who are not paid as stipulated. A welfare state requires active state involvement in ensuring the welfare of its citizens, including through fair wage policies. The research employs a normative juridical method with comparative, statutory, and conceptual approaches. The findings reveal that although the principle of the welfare state is mandated in the 1945 Constitution of Indonesia, its implementation in Sukabumi still faces various challenges, such as low minimum wages, weak labor supervision, and limited access to social security. In contrast, Taiwan demonstrates more consistent wage policies, including regular adjustments to the minimum wage and more comprehensive social protection. External factors such as import costs and tax policies also influence wage structures in both regions. In terms of legal protection for wage rights, both Indonesia and Taiwan have established regulations; however, Taiwan shows stronger law enforcement through stricter supervision and sanctions. This study concludes that wage policy reform in Indonesia should focus on strengthening the role of the state, improving the effectiveness of labor supervision, and expanding access to inclusive social security in order to achieve a fair and sustainable wage system.
