Abstract

Reflecting their strategic functions, roles, characteristics, and stages of development, youth are agents of change, moral influence, and social control. Youth are important, and their roles and potential must be developed through development, empowerment, and awareness. Highly moral, intelligent, independent, resilient, and professional youth are needed to achieve inclusive and sustainable regional development. The purpose of this study is to determine the urgency of the Regent's Regulation in supporting youth participation, and to determine how the law functions to encourage youth participation in the political field. The type of research used is normative juridical research, namely legal research conducted by examining library materials or secondary data through the study of laws. This study uses the theory of social justice, the Principles of Government Administration, the Concept of Regional Development, Participation and Legal Certainty with a philosophical, sociological and juridical foundation. Youth participation in regional development is physical and non-physical involvement together with other actors in the effort to develop the region. To realize inclusive and sustainable regional development, it is certainly inseparable from the concept of the urgency of youth participation, youth potential in regional development, and regent regulations as instruments of equality and empowerment as well as legal functions in encouraging youth participation through regulatory, educational, protective and transformational functions so that the preparation of Sukabumi regent regulations can become a legal instrument that encourages more structured and directed youth participation and can create a balance between youth rights.
