Abstract
Land as a necessity for every citizen becomes a source of life that has important benefits in daily activities. the increasing need for land is not in line with the fact that land is static. the first problem identification in this study, how is the urgency of the transfer of electronic certificates in land disputes in Indonesia? second, how is the effect of the transfer of electronic certificates on the ptsl program in terms of the Minister of Agrarian Affairs Regulation Number 3 of 2023 concerning Electronic Document Issuance? This study aims, first, to analyze the urgency of the transfer of electronic certificates in land disputes in Indonesia. second, to examine the effect of the transfer of electronic certificates on the ptsl program in terms of the agrarian ministerial regulation number 3 of 2023 concerning the issuance of electronic documents. the research method used is normative juridical which focuses on literature analysis, using the main legal material, namely the Regulation of the Minister of ATR / BPN Number 3 of 2023 concerning the Issuance of Electronic Documents. The results show that the digitization of certificates provides various advantages, including easy access to information, reduced risk of loss or damage to physical documents, and increased legal protection for landowners. however, challenges such as the high cost of technology investment and unequal access to technology in the community are still obstacles that must be overcome. In addition, the digitization of certificates can reduce the loopholes for land disputes resulting from document forgery and non-transparent administrative procedures. the digitization of electronic certificates is important and strategic in efforts to prevent land disputes in Indonesia. it is recommended that the government improve socialization, technological infrastructure, and supervision so that the digitization of certificates can run optimally, inclusively, and free from land mafia practices, so that land governance becomes more transparent.
