Abstract

Jl. Harbor II km. 14.5 is a provincial road located in Sukabumi district, Cikembar district. This road is the main road that connects Sukabumi Regency with Sukabumi City with a road capacity of 2698.74 smp/hour and is designed for urban roads with a speed of 60 km/hour. The existence of a traditional market in front of the factory that operates from weekdays, namely Monday-Friday and the large number of employees working in one area can cause traffic problems in the area. This research is motivated by traffic jams caused by factory activities.
The method used in this research is direct observation and distribution of questionnaires. On direct observation, the data obtained are in the form of traffic flow data, average vehicle speed and side barriers. Meanwhile, in the division of questionnaires, the data obtained are in the form of statements from respondents about the obstacles to the implementation of the policy of different hours of entry and exit of employees in an effort to reduce congestion.
This study aims to determine the performance of traffic flow on Jl. Port II km. 14.5 especially in the factory area of PT. Glostar Indonesia I currently estimates the condition of traffic flow on the Port II km road section. 14.5, where from the analysis results the highest traffic volume was obtained on Monday at 06.00-07.00 with a total of 819.7 smp/hour vehicles. The average speed is 11 km/hour. The highest side drag event occurred on Monday at 06.30-07.30 with a weight frequency of 961.5 events/hour. The overall level of road service on Jl. Port II Km. 14.5 is C where the flow characteristics are stable, but the speed and motion of the vehicle are controlled, the driver is limited in choosing the speed.
The results of the comparative analysis between traffic flow before and after the enactment of the difference in the hours of entry and exit of employees are the total number of motorcycles (MC) before the enactment of the new policy as many as 6453 vehicles, light vehicles (LV) as many as 2112 vehicles and heavy vehicles (HV) as many as 448 vehicles. . Meanwhile, after the enactment of the new policy, there were 8214 motorcycles (MC), 144 light vehicles (LV) and 36 heavy vehicles (HV).
