PENEGAKAN HUKUM (LAW ENFORCEMENT) PERATURAN DAERAH KABUPATEN SUKABUMI NOMOR 17 TAHUN 2013 TENTANG PENGAWASAN DAN PENGENDALIAN LALU LINTAS DAN ANGKUTAN JALAN

The implementation of a decentralized system in the Indonesian government gives authority to local governments to manage government affairs, including in the field of traffic and road transportation. Although there has been a regional regulation Number 17 of 2013 concerning Supervision and Control of Traffic and Road Transportation in Sukabumi Regency, there are still many violations related to non-compliance with the Regional Regulation, which has an impact on congestion and accidents, even to the point of claiming lives. for that reason, law enforcement is needed. This study raises two problem formulations, first, how is the Urgency of Establishing Regional Regulation Number 17 of 2013 concerning Supervision and Control of Traffic and Road Transportation; and second, how is the Law Enforcement of Regional Regulation Number 17 of 2013 concerning Supervision and Control of Traffic and Road Transportation. The research method used is the normative juridical method with a focus on the analysis of Regional Regulation Number 17 of 2013 concerning Supervision and Control of Traffic and Road Transportation. The results of this study indicate that the urgency of establishing this regional regulation is based on the principle of decentralization in regional autonomy, considering the increasing number of vehicles and traffic violations. This regional regulation is important to regulate traffic and land transportation effectively. The law enforcement of this Regional Regulation has not been running optimally because it is influenced by several factors, the legal factor where there is no implementing Regulation or Regent Regulation (Perbub), the law enforcement factor, Article 7 and Article 13 which are authorized in enforcing the law of Sukabumi Regency Regional Regulation Number 17 of 2013 concerning Supervision and Control of Traffic and Road Transportation, namely the Transportation Agency and assisted by the Police. The transportation agency has the authority to supervise and control traffic and road transportation. and public compliance only tends to be compliance, acts of violation of traffic have become a bad culture carried out by the community.
