Abstract
Indonesia, with its vast biodiversity and rich natural resources, faces major challenges in maintaining the balance between economic development and environmental conservation. Rapid industrialization, urbanization, and resource exploitation have threatened the country’s ecological integrity, as evidenced by deforestation, air and water pollution, and biodiversity loss. In this context, the implementation of Corporate Social Responsibility (CSR) has become increasingly important to ensure that companies operate ethically and contribute to environmental and social well-being. This study aims to analyze the legal framework for CSR in Indonesia, focusing on Law Number 32 of 2009 concerning Environmental Protection and Management, and the challenges faced in its implementation. Through a normative legal approach, this study explores various regulations and policies that support CSR, identifies obstacles in law enforcement, and proposes solutions to improve the accountability and effectiveness of CSR in environmental management. The results show that although the UUPPLH and the Limited Liability Company Law have provided a strong legal basis for the implementation of CSR, its implementation still faces various challenges. Weak law enforcement, limited resources, and low corporate awareness of the importance of CSR and sustainability are the main obstacles. In addition, existing regulations have not been fully effective in encouraging corporate environmental responsibility. This study also highlights the importance of active involvement of various stakeholders, including government, companies, civil society, and local communities, in the implementation of effective CSR. Strong collaboration between stakeholders can create positive synergies to achieve sustainability goals.
